Restricted procedure
A two-stage procurement that shortlists suppliers before inviting the shortlist to tender.
The restricted procedure splits selection and award: suppliers first pass a selection stage, and only the shortlisted ones are invited to submit a full tender.
It rewards a strong selection submission, since you have to get through that gate before your quality and price are even seen.
