A single-stage procurement where any interested supplier can submit a full bid.
In an open procedure there's no separate shortlisting stage — selection and award questions are assessed together, and anyone can respond to the tender.
It's straightforward but competitive, so a clear, well-evidenced submission that follows the scoring is essential.
