An open list of qualified suppliers that buyers can run competitions from, which new suppliers can join at any time.
Introduced under the Procurement Act 2023, dynamic markets replace and broaden the older Dynamic Purchasing Systems. Unlike a closed framework, suppliers can apply to join throughout the market's life.
They suit fast-moving or commoditised categories, and they're a good target for newer suppliers because you don't have to wait for a single framework window to open.
